General Description
The roots of the Department of Public Finance date back to the Institute of Business Administration and Econometrics within the framework of the Bursa Academy of Economics and Commercial Sciences founded in 1970. Established in 1982 under Law No. 2547 on Higher Education, the Department of Finance, part of the Bursa Uludağ University Institute of Social Sciences, has offered thesis-based master´s and doctoral programs since the 1982-1983 academic year. The Department of Finance within the Institute consists of four disciplines: fiscal theory, budget and financial planning, fiscal law, and fiscal economics. A non-thesis master´s program in Financial Law has been offered since 2025.
The Master´s Program in Public Finance with a Thesis is subject to the 120 ECTS second-stage degree system. Successful completion of the program and fulfillment of the program qualifications will result in a Master´s degree in Field of Public Finance and the title of scientific specialist.

Specific Admission Requirements
1- A bachelor´s degree in Social Sciences and a minimum GPA of 2.50 are required. 2- Achieve the required score on the Graduate Entrance Exam (ALES) (valid for 3 years, with a minimum score of 55 on the Verbal Exam (Equally Weighted).
For international students, the ALES score or internationally recognized documents (GRE, GMAT, etc.) are acceptable, and no score requirement is required. 3- Foreign applicants and Turkish citizens who completed their entire undergraduate education abroad must have their undergraduate diplomas approved by the Council of Higher Education (YÖK). Admission to graduate programs for these candidates is determined by the Institute´s Board of Directors, in accordance with the department´s opinion.
Applicants wishing to apply for the graduate entrance exam must submit their applications electronically with the required documents within the application and registration dates announced on the University´s website.
Admission to graduate programs is based on the ALES score (50%), undergraduate GPA (20%), and written/interview exam results (30%). As a result of this evaluation, candidates who receive at least sixty-five (65) points are ranked and accepted as successful according to the number of available quotas.

Specific arrangements for the recognition of prior learning
The provisions in “Regulation on Transfer among Associate and Undergraduate Degree Programs, Double Major, and Subspecialty and the Principals of Credit Transfer among Institutions in Higher Education Institutions” are applied.

Qualification Requirements and Regulations
Students who take courses for a minimum of 21 and a maximum of 30 (24 for thesis) credits, equivalent to a minimum of 120 ECTS credits, successfully complete the courses with a score of 70 out of 100, and successfully defend their thesis in a relevant field before a selected jury, are awarded a Master´s Degree in Public Finance.

Profile of The Programme
The Public Finance master´s program aims to advance students´ knowledge to a professional level through modern and comprehensive educational activities in the field of finance, and to develop their capacity to analyze financial problems and conduct scientific research using theoretical and applied knowledge. To this end, the program provides students with the necessary skills to plan their careers through compulsory and elective courses covering the disciplines of the Public Finance department.

Graduates of Public Finance can find employment as experts and managers in various areas of the public and private sectors. Accordingly, our graduates can work in various positions, including inspectors, specialists, financial advisors, and customs advisors.

Examination Regulations, Assessment and Grading
All students are required to register for classes at the beginning of the semester and attend at least 70% of the classes to be eligible for the final exam. Students will take at least one (1) final exam for each course. Grades are calculated based on scores obtained from various assessment tools, such as homework assignments, projects, and presentations. To pass a course, students must achieve a minimum score of 70 out of 100.

Graduation Requirements
To successfully complete the program, it is necessary to pass the courses in the program by taking at least 120 ECTS credits; to successfully complete the prepared thesis and to fulfill the conditions specified in Appendix 1 of the Bursa Uludağ University Postgraduate Education and Training Regulation Implementation Principles.

The Department of Finance employs 16 full-time faculty members, including 8 Professors, 2 Associate Professors, 6 Assistant Professors, and 2 Research Assistants.
The language of instruction in the master´s program is Turkish. Students benefit from all the facilities at Bursa Uludağ University´s Central Library. They can also use the faculty´s reading room and two separate computer labs. Furthermore, there are student exchange agreements with Poland, Portugal, and Bulgaria through the Erasmus program. The campus also features a student cafeteria, a cultural center, and gyms where students can enjoy lunch.
