19 Objective of the Course: It is aimed to give information about the financial structure of local governments in different countries, the methods of determining the service area, the transfer of authority between the central administration and the local administrations regarding the distribution of services and income, and the practices of control methods.
20 Contribution of the Course to Professional Development To gain the ability to apply the theoretical knowledge learned in the courses in public institutions and enterprises suitable for the student's program.
21 Learning Outcomes:
1 To have theoretical knowledge about the powers, duties, responsibilities and inspections of our Local Administrations.;
2 To be able to analyze new structural reforms and problems in other countries.;
3 To be able to define service delivery and financing methods in other countries.;
4 To be able to compare the powers, duties and responsibilities of local administrations in other countries with our local administrations;;
5 To be able to make inferences about the income distribution patterns and the benefits and drawbacks of income types applied by countries.;
6 To be able to analyze the process of determining and implementing local policies in other countries.;
7 Having information about priority local needs and expectations in other countries; To be able to compare with those in our country.;
8 To reveal the structural and operational advantages of local governments in other countries and adapt them to our country.;

Measurement and Evaluation Techniques Used in the Course In order to evaluate students' success in the course, a letter grade is obtained by making 1 midterm exam affecting 40% of the success grade and 1 final exam affecting 60% of the success grade.
