19 Objective of the Course: The aim of the course is to provide the students with the basic knowledge of the discipline and profession of public administration with its theoretical and practical dimensions in a historical perspective and to give a general understanding of the Turkish public administration system. The topics covered in the course include the concepts and theories of public administration, the development and principles of public administration, the concept of state and basic elements of the state, the bureaucratic organization of public administration at the central and local levels, public good and public service approaches, civil servants and public service, the impacts of globalization on public administration, the relation between public administration and postmodernism, new tendencies and techniques in public administration and their applicability, the concept of governance, the relation between total quality management and public administration, implementation of e-government, main problems of public bureaucracy, ethical issues in public administration and administrative corruption, the interaction between civil society and the public realm, new public management approach and the movement of new public administration, the Constitutional principles of Turkish public administration and the current structural and functional features of Turkish public administration.
20 Contribution of the Course to Professional Development Students learn about the basic concepts of public administration and Turkey's central and local government structure.
21 Learning Outcomes:
1 To identify the main concepts and approaches in the field of public administration as well as the significant elements constituting public administration.;
2 To learn the basic principles that characterizes Turkish public administration system.;
3 To understand the political regime of the Turkish State and the general features of Turkish public administration.;
4 To closely examine and evaluate the structure of Turkish central government.;
5 To examine and evaluate the structure of Turkish local governments in a detailed manner.;
6 To be able to evaluate the new approaches taking place in the world about the field of public administration and their impacts on the Turkish public administration system. ;
7 To have a general idea about the structural and functional transformation of Turkish public administration. ;
8 To learn and comment on the reasons, outcomes and impacts of public administration reforms in Turkey.;
