19 Objective of the Course: Main purpose of this course is to let the students grasp administrative, judicial and municipial organization in ottoman cities and to decide resources of the change in the idea of ottoman statecraft and the periods of change. Moreover it is to evaluate the efeect of ottoman institutions upon social structure of contemporary Middle East, the Balkans and the Central Asia

21 Learning Outcomes:
1 To be able to evaluate the effect of Central Asian, Middle Eastern Byzantine and Islamic institutions upon Ottoman administrative, judiciary and economic institutions;
2 To be able to interpret political, economic and social factors which were decisive in Ottoman formation period;
3 To be able to evaluate the resources of Ottoman idea of state and the reasons behind the change of Ottoman classical era.;
4 To be able to explain the working of administrative, judicial and municipal institutions in Ottoman cities.;
5 To be able to grasp the general attributes of Ottoman institutional organizaiton, its roots and the the main phases of formation of administrative, judicial and social institutions.;
6 To be able to exemplify the effects of Ottoman institutions upon social formation of contemporary Turkey, Middle East, Central Asia and the Balkans.;
7 To be able to explain general features of relationship between ruler and the ruled in terms of the idea of Ottoman Centralistic state;
8 To be able to interpret the dualistic (custom-belief) nature of Ottoman institutions.;
22 Course Content:

1 Change periods of the Ottoman state mentality.
2 Political and social conditions in the emergence of Ottoman State.
3 Administrative organization in the Ottoman establishment era.
4 Relationship between rules and ruled. Politics followed against the ruled.
5 The role of pious foundation in carrying out municipal and social services.
6 Production activities in the Ottoman State. Ahilik and guilds.
7 Ottoman Conquest Method. The socio-cultural units which affect to integrate the new land conquered.
8 Tolerance in the Ottoman State and culture of living in harmony.
9 The sources of Ottoman justice and law system.
10 Qadi as a man of law and administration.
11 Population components and features in the Ottoman society (Muslim-non Muslim, Settled-Nomad etc)
12 Quarter and formation of its inhabitant identity in the Ottoman society.
13 Örfi and şer’i taxes collected by Ottoman central government and its features.
