19 Objective of the Course: Fristly, the course aims to provide the students with an understanding of the transformation process that the theory and practice of public administration is going through in the gobalized world. Secondly,the course targets to introduce the student with the main tendencies, values, principles and implementations that come into prominence in this process.

21 Learning Outcomes:
1 To be able to identify the transformations and changes that public administration is undergoing within the context of globalization.;
2 To be able to analyze the deficiencies of the traditional public administration approach. ;
3 To gain knowledge on new public management approach.;
4 To have knowledge on different models used in the analysis of public policy.;
5 To be able to examine policy transfer and policy learning processes.;
6 To gain knowledge on decision-making techniques for public policies.;
7 To have knowledge on policy Networks and policy communities. ;
8 To analyze public policies implemented in Turkey.;
