19 Objective of the Course: The financial structure of local governments in different countries, methods of determining the service area, service and distribution of income transfers of authority between central and local authorities to provide information about the applications and control methods.

21 Learning Outcomes:
1 Local government powers, duties, responsibilities and be able to have theoretical knowledge about the checks.;
2 The new structural reforms and to be able to analyze problems in other countries.;
3 Presentations and describe the methods of financing services in other countries.;
4 Authority of local governments in other countries, to compare the roles and responsibilities;
5 Is being implemented by countries of income distribution patterns and make inferences about the benefits and drawbacks.;
6 Be able to analyze the process of determination and implementation of local policies in other countries.;
7 Knowledge of local needs and expectations of other countries is a priority; compare ;
8 Put in structural and functional advantages of local governments in other countries, adapt to our country;
