19 Objective of the Course: The course aims to introduce the students with the legal structure of public services, identification, characteristics, features, opinions, procedures, supervisory powers to conduct the administration of public services, public service administration procedures carried out by private law rights and obligations of individuals and organizations, arising from the responsibility for carrying out public services and public service to the legal structure of the legal status of staff will learn about.

21 Learning Outcomes:
1 To learn about the definition, features and types of public service.;
2 By obtaining information about the procedures of public services, to grasp their contribution to the efficiency of public services.;
3 To grasp the responsibilities emerging from providing public services and to be able to determine the legal framework that will be followed during the execution of public services. ;
4 To examine the responsibility of the administration and the service provider towards third parties in the service provision type including the execution of public services by private legal persons.;
5 To grasp the legal status of the staff in the bailment type service provision as well as other types.;
22 Course Content:
Week Theoretical Practical
1 1. Week: The Causes of Existence and administrative activities of the State, Introducing the course content and Won explained. These reasons, assessed and administrative activities within the State where the reasons for existence, scope and importance will be emphasized.
2 2. Week: The Meaning and Scope of Administrative Operations, Administration Duties State law relating to the administration of activities which can undertake an administrative building and the administration presence in motion in order to fulfill the tasks of the administration tasks will be discussed.
3 3. Week: Public Services, Facilities and Public Service principles that Judge Public service definition, characteristics, types, principles and legal bases of operation described to be complied with, the law enforcement services, whether they are public service will be dealt with and on the discussion.
