19 Objective of the Course: The main aim of the course is to provide a theoretical framework on administration and governance including their prominent features and how they differ from each other. Besides, the course targets to inform the students about governance practices by examining international processes and documents. In this sense, it offers an evaluation of the idea of governance in terms of its global/ spatial dimensions. This evaluation will include the investigation of governance practices at the central and local administrative levels in Turkey and the changes that they bring about.
20 Contribution of the Course to Professional Development
21 Learning Outcomes:
1 To grasp the main differences between the concepts of governance and administration. ;
2 To be able to evaluate the international background behind the passage from government to governance.;
3 To learn the scope and main characteristics of governance at the national and international levels.;
4 To identify the changes that are due to governance practices to our daily life.;
5 To be able to explain the relations between spatial scales and governance.;
6 To be able to evaluate governance practices in Turkey. ;
7 To learn the content and main objectives of the concept of governance.;
8 To have knowledge on e-government practices in Turkey. ;
22 Course Content:
Week Theoretical Practical
1 Introduction to the course: The aim and the objectives of the course, the requirements of the course for students, the expectations of the students from the course, course content.
2 Literatue review, reading list (main and further readings) and the introduction of the research topics, assignments (a translation assignment and a research project).

4 Passage from government to governance and governance in international documents
5 Different dimensions and characteristics of governance
6 Arguments and suggestions put forward by governance
7 Spatial dimensions of governance
8 The applicability of governance inTurkey
