19 Objective of the Course: Equip them with the ability to use the basic concepts of the public economy and the theoretical knowledge about the state intervention to economy, acquire the ability to evaluation and make a comment related to the functioning of the public economy

21 Learning Outcomes:
1 To be able to understand the state intervention to economy and the functions of the public economy;
2 To be able to analyze theoretically the properties of public and private goods and services offered by the State;
3 To be able to explain theoretically the forms of state intervention to the market economy;
4 To be able to distinguish the methods of voting in the functioning of the political decision making mechanism and to be able to analyze and interpret the economic role of the political parties, voters and bureaucracy;
5 To be able to analyze the economic effects of taxes;
6 To be able to evaluating and comment the public economics issues and solutions in Turkey;

2 Resource Allocation, Income Distribution and the Stability and Growth Functions of the Public Economy
3 State share in economy: Factors which determine the size of Public Sector
4 Basic Characteristics and Optimum Production Level of Public Services: Formation of Price in Pure Public Goods and Services and the Terms of Pareto
5 Formation of Price in Semi-Public Goods and Services and the Terms of Pareto
6 Public provision of private goods under the terms of Monopoly and Decreasing Cost
7 Zero Marginal Cost Production, Nonexcludability, The Role of the State in the internalization of externalities
8 The forms of state intervention to the market economy (Public Enterprises, Nationalization, Socialization, Commercialization, Privatization, Public Regulation and Controls, People's capitalism)
9 The political decision making mechanism: Voting and Methods of Voting
10 Economic Analysis of Political Parties, Interest and pressure groups and elections in the Process of Political Decision-Making
11 Economic Analysis of Bureaucracy as a production unit of Public Economy
