Learning Outcomes:

1 To be able to understand the basic concepts of Project Appraisal and Cost-Benefit Analysis and to distinguish the relationship between plan, project and investment; 2 To be able to explain and to use of the preparatory work of investment projects and the project evaluation criterias; 3 To explain the role of Cost-Benefit Analysis as a way of decision-making technique in the public sector; 4 To be able to distinguish the determination and measurement of the costs and benefits in the Social Benefit-Cost Analysis and the use of national analysis criteria and application; 5 To be able to evaluate the application of Cost-Benefit Analysis as a project evaluation techniques in Turkey; 6 Determination of Costs and Benefits, and Externalities;
