19 Objective of the Course: The course aims to provide the students with the up-to-date information on Turkey's constitutional problems, to make them understand these problems and to be able to propose solutions.

21 Learning Outcomes:
1 To be informed about the problems with the constitutional institutions and organizations.;
2 To be able to discuss the issues related with Constitutional principles.;
3 To learn about current constitutional issues;
4 To have an understanding on current constitutional issues and to be able to comment on these issues.;
5 To be able to produce solutions for constitutional problems.;
6 To be able to interpret the current issues for producing reasonable solutions to them.;
22 Course Content:
Week Theoretical Practical
1 1. Week: The Constitution, the Constitutional Awareness of Statehood Rule of Law of the Constitution as the basic definition, the nature of the function, the adoption of the rule and bağlayıcılığının society, culture, size, discussion and consensus binding constitutions
2 2. Week: The Supremacy of the Constitution and International Law Position Understanding of the legal position of international agreements against the sovereignty, the Constitution provided by the Constitution and the decisions of the European Union pose problems.
3 3. Week: Dynamic Conception of the Constitution, the Constitution or Making Change Constitutions implementation, interpretation, time-adaptability, or modification of the construction of the Constitution states is needed, making unnecessary changes or new processes of constitutional problems.

Week: The 1982 Constitution and the New Constitution Making in Turkey Attempt the construction of a new constitution in Turkey, the reasons for, process, and this will bring political and legal issues, 1982 to discuss the issue within the framework of the Constitution of the legitimacy of the problem.
5 5. Week: The State, Elements of State And elements of the concept of state, unitary state, federal, state and zonal state properties, the reasons for the Constitution of 1982 adopted by the indispensability of the unitary structure.
6 6. Week: The 1982 Constitution, Fundamental Rights and Freedoms 1982 Constitution, evaluation and discussion of the concept of fundamental rights, universal principles of human rights documents and the binding problem of location relative to the 1982 Constitution.
7 7. Week: Perceptions of Democracy and Democracy Democracy, definition and an overview of the requirements of democracy, that interferes with the reasons (individualization, the bureaucracy, such as the strengthening of the executive) and discussion of solutions.
8 8. Week: The 1982 Constitution of the Democratic State Democracy, issues resulting from the perception of democracy and the Constitution of 1982 Constitution, the debate on the necessary amendments to the Constitution in terms of survival of democracy.
9 9. Week: Government Systems and the 1982 Constitution Government system and the types of system problems caused by the 1982 Constitution adopted by the government, presidential decrees, and to sign the 1982 Constitution, the negotiation.
10 10. Week: According to the 1982 Constitution and Functioning of Political Responsibility Political responsibility means the Constitution of 1982, which won the majority in the National Assembly Council of Ministers of the one-party rule relieving the difficulties in the audit assessments.
11 11. Week: According to the Constitution of 1982 Multi-Party Political Life The functioning of a multiparty political life, political parties, closure or other sanctions to be kept subject to debate problems and solutions.

Week: Elections, 1982 Election Principles of the Constitution and the Electoral System According to the Constitution and the principles applied by elections in 1982 elections and the debate about the elections, electoral systems, to determine the electoral system in our country-specific negotiations.
