19 Objective of the Course: The main objective of the course is to enable students to grasp the phenomenon of bureaucracy and how leading political thoughts approach to this phenomenon. Besides it is aimed to provide the students with a basic knowledge on the bureaucratic tradition in Turkey as well as in other developed/ underdeveloped countries by adopting a historical perspective.

21 Learning Outcomes:
1 To gain a conceptual perspective regarding the phenomenon of bureaucracy. ;
2 To obtain a repertoire on how Marxist and liberal political thoughts grasp bureaucracy. ;
3 To be able to build the relation between capitalism and bureaucracy.;
4 To gain knowledge on the Weberian bureaucracy theory. ;
5 To learn the political and juridical control mechanisms of the bureaucracy.;
6 To be able to evaluate the factors affecting bureaucratization. ;
7 To compare and evaluate bureaucratic models in the developed and underdeveloped countries. ;
8 To have knowledge on the historical roots of bureaucratic tradition in Turkey.;
