19 Objective of the Course: The basic aim of the course is to provide the students with the knowledge of local governments in terms of their legal and institutional aspects as well as of the practice regarding local governments. Within this framework, topics including the history of local governments in Turkey, the current local government organization, the problems of local governments in Turkey and the different conceptions of local governments in the world will be examined during the course period.

21 Learning Outcomes:
1 To gain a general knowledge on the historical development of local governments, their worth and basic characteristics.;
2 To build the relationship between local governments and theories of democracy and politics. ;
3 To learn the current approaches regarding local governments and local politics.;
4 To identify the role of cities within the local government system and their increasing importance within the changing global order.;
5 To examine the major local government systems in the world and the selected application examples from different countries. ;
6 To comprehend Turkish local governments in terms of their legal, institutional and administrative aspects. ;
7 To learn the contemporary tendencies about local governments and their effects on Turkish local government system.;
8 To evaluate the restructuring of public administration and the new visions on local governments through a historical perspective. ;

6 The Mayor, The foundation of the municipalities and Special cases about municipalities: a) The election of the mayor, his/her duties and responsibilities, b) The foundation and the separation of the municipalities and municipal officers. c) The relation between state and the municipality as well as the relation between the municipality and the citizen
