19	Objective of the Course:	Location of public spending law in Turkey grasping, gripping legislation related to this field and to gain the ability to analyze problems encountered in practice based on proper reasoning power to law methodology.

Learning Outcomes:

1 Understanding the requirements and processes of public expenditures; 2 To recognize the relationship between public expenditure law and Turkish legal system; 3 Being able to implement the provisions of the legislation on public expenditure law; 4 Understanding the basic concepts and principles of public procurement; 5 To be able to examine and discuss the public procurement process in stages; 6 To be able to comprehend the functioning of movable and real estate law with public personnel; 7 To understand the functioning of public leasing and expropriation procedures law; 8 To understand the functioning of public leasing and to be able to comprehend the crimes and penalties in public expenditure law, to discuss the resolution of disputesexpropriation procedures law;

6	Public procurement procedures; Open tender procedure, bargain procedure, direct procurement procedure, basic principles in design competitions
7	Public procurement process I; Preparation stage, tender stage, basic legal principles in preparation of specifications
8	Public procurement process II; contract phase, tender cancellation and prohibition to participate in public tenders
9	Legal qualifications of contracts, responsible persons in public procurement and responsibilities of parties
10	Examination of public personnel expenditure law
11	Examination of the public real estate law
12	Public lease law and expropriation law review
